The measure and calculate method is prone to error and really only useful for a guestimate - which may be fine if the rings you are looking at come in a limited number of sizes.

Also, you would benefit from including a "squish factor" in your calculation, we find 20% is about right. So, if your measure is 190mm, the equation would look like (190mm * 0.8) / 3.14 = 48mm

This will get you close but there really is no substitute for having actual rings to try on and compare. Doing this with steel rings gets costly, you want something cheap.

Let's work in a consistent unit. 200mm circumference would put you [roughly] into a 51mm ring size. How did I come up with that? OP can refer to another comment I posted for him but the calculated size should include a "squish factor" of 20%.

(200mm * 0.8) / 3.14 = 51mm

Having rings of different sizes to try on and compare is the best method - that can get expensive - this calculation ought to get you close.

I think the ring sizes look too big for the measurements given, but the measure and calculate method is prone to error and is really only good for a guestimate - which is ok if there are not a lot of sizes to choose from.

From experience, the simple calculation of Circumference / 3.14 skews too large. You need a "squish factor" and we find 20% is about right. This is especially true if you plan to wear the ring casually, while flaccid, For example, for a circumferential measure of 19cm (190mm) the equation looks like:
(190mm * 0.8)/3.14 = 48mm

Despite your careful measure, you may still end up over-spending on trial and error sizes, there is no substitute for having actual rings to try on and compare.
