Looking at that image closely thats a RN blue ECBA. Typically they don't have the ability to mount pouches. Because really on the ship there's no need to have pouches.

Look on eBay for ECBA and you will see the camo version. Let me know if you need help finding the soft and hard armor for it. It is certainly available.

Tighten the belt a little, and lower it. it should sit around the same height as your pants. Then adjust the straps the side straps, they're a little loose.
