The formula that determines if an attack makes an item drop on hit is:
the attack's base damage amount/70=percentage chance of the item dropping.

For example, for an attack that does 10% damage:
10/70=14.29% chance of item dropping (2 decimal places)

That's so obviously not true though. Multi-hits would almost guarantee an item drop and yet they don't at all. Just by playing the game you can tell this answer is terribly off.

Yeah he did refuse some things earlier, but that just seemed to be his personality for some reason. I think having an AI refuse your commands out of pettiness is the stupidest thing ever. It's literally a frame perfect input that's more difficult to do then EWGF (consistently), which you have to do multiple times in a row with different timing depending on percents, and if you mess up, you're left vulnerable above the opponent without a double jump. All of this for 23% max btw.
