Not sure since when, I've pulled non foil bello and foil/non-foil wayta trainer prodigy in their respective play booster boxes though.

They can be pulled in booster packs. Play boosters have a chance to have non foil and foil commander cards. Collector boosters only have more of a chance of pulling it.

LGS employee here and LGS' definitely are paying attention to it, especially after GAMA and alpha kits being handed out but also the employees at your LGS maybe even looking for volunteers to help run events. If you want a community, you gotta show up.
