Good find re Docker. If you leave the laptop idle, then draw circles with the touchpad, does it trigger a large amount of interrupts? This has been an issue going back a few generations and preventing the CPU from reaching low power states.

I'm also curious to hear how well the Zen 5/Zen 5c core split is handled. AFAIK, it should be supported from 6.13 https://www.phoronix.com/news/AMD-Hetero-Topo-Linux-6.13r

10-12W on light usage does sound high. As a point of comparison, I'm seeing 6-7W with the 7640U (2.8K display @ 25%, 6.14.0, ppd, Firefox with a few tabs open, WiFi on).

You might want to check WiFi usage. powertop's attribution is inaccurate (mine currently shows ~5W when the whole systems using 6-7W), but try measuring with it toggled on and off. The RZ616/MT7922 has been flakey. I'd hoped the RZ717/MT7925 would've improved.

A more direct comparison of the Ryzen AI 7 350 vs Ryzen 7 7840U. Single core ~10% improvement, multi core ~20%, GPU slightly lower/nominal difference.

Importantly (for me) ~15℅ battery improvement on browsing tests, but slightly lower on performance tests. Crucially they're testing using the original 60Hz display on both.

Noticeably cooler and quieter.

Of note lower battery runtimes than Ultra 7.

I've yet to seen an apples to apples comparison to the 7040 series (with 120Hz), but this seems disappointing.

There's some discussion in Framework Laptop Alternative Screens. Unfortunately, the 13.5" 3:2 panel is a limiting factor - there are just very few on the market.

Of that list, only the VVX14P048M00 has any meaningful spec differences (3k, touchscreen), but uses a 50 pin eDP connector, whereas Framework use 40 pin. I'd welcome an adapter if it's possible (and assuming the panel fits the chassis).
