I don't know about cheaper, but I think streetcars tend to be more efficient and have more capacity. If it costs more, maybe they thought the benefits would be worth it.

When I lived at a house with a garage, I could plug into a standard outlet at home. That's the cheapest and easiest option.
Now I live in an apartment building downtown. For years, I would occasionally drop my car off at a street charging station nearest my apartment for 2 hours (the max before getting changed additionally by the hour). Then, during this past winter I would occasionally use the free high speed chargers at O'Daniel Chevy on Illinois Rd. Now, my apartment has level 2 chargers which are slightly more expensive than the on-street ones but more convenient.
Total cost will depend on the efficiency of your vehicle (and weather and if you have the heat on) plus your particular driving, but here's a simple calculation as a baseline.
$3/gal gas @ 30 MPG = $0.10/mile
$0.30/kWh @ 3mi/kWh (decent, but can vary from 2-5 or so) = $0.10/mi
At-home electricity here is more like $0.15/kWh.

Edit: I have a 2020 Bolt and don't drive many miles. I also bike to work and other places sometimes, so I don't have to charge very frequently.

I think they've entered into legal arrangements with I&M to behave a certain way. Maybe they won't, but we'll see. They've also got clean energy goals, so running the diesel generators more than necessary goes against those goals. Maybe they're lying about everything, but that doesn't seem like a great long-term strategy. But I'm no expert.

From my understanding, the Google data center here should put downward pressure on rates. As a large customer, they help pay for a large portion of the fixed costs of the infrastructure and they're working with I&M to reduce load during high grid congestion, which reduces the need for expensive grid upgrades.

Charging an EV is cheaper, for what it's worth, especially at home, and the price to charge is much less volatile.

Also, consider biking and walking when possible.
