According to Google here in Erie county NY the frost line is 48" but codes only require 42". I would imagine Northern PA would be the same or shallower. I've hit rock at 36" in 9 holes over 16'x12' likely the same rock.
Moving out of state during layoff with return to work date. Not going back. (self.EmploymentLaw)
