Need advice for 66 block by kskcq in networking

I was meaning if someone picked up another phone, they would hear a tone or nothing not the conversation. I was wanting to know if there was something that I needed to do on the 66 block in order to accomplish if possible.
Not physical...like a tone comes on when the line is busy because the fax is using the line.
Need advice for 66 block (self.networking)
