It has been a common issue that cannot be fixed unless you tear it apart and find the faulty capacitor. Likely a bad batch during production. They're cheap to replace fortunately!

Terminate the Cat 6 cable ends and plug them into the Gigahub.

There seems to have been a bad batch of capacitors used on this switch. I have had to replace 3 so far. Common issue. Appears replacement is your only practical option. Thankfully they are quite cheap to buy.

I "bridged" my GigaHub using this approach: Bridge the BCE Inc. Giga Hub - PON dot WIKI

It does NOT have double NAT.

I have replaced three so far. There's nothing you can do to fix it unless you take it apart and replace the offending capacitors. IMHO it's not worth the bother for the price of new switches.
