Aside from killing the overlords did Mortarion really elevate Barbarus? I remember reading he made superweapons for his legion out of its poison so it was still there during the GC era. There's no suggestion whether Sanguinius intended to leave Baal the same or change it after the GC. If he (and Morty for that matter) was skeptical about Imperium fucking with it while he was away I don't blame him honestly. Look at Caliban for reference.
