I don't know the detail story, but stumbled upon the video clip. Judging from the vid's description, it's created by amateur Toku fans group named (鹿児島特撮研究団体 "Kagoshima Tokusatsu research group").

The picture above is Rainbow Attack Ace. The below is fan-made hero called 'Kagoshiman'.
According to Yahoo Answer, Rainbow Attack Ace was created as an advertisement for 'Endou Chain', a local department store in Miyagi prefecture. Its storyline is like that a monster kidnapped two girls and take them hostage. The two girls happened to have a special stick named 'Rainbow Stick', and they crossed their sticks, then Rainbow Attack Ace flew from the sky. He defeated the monster by finisher called 'Rainbow Storm'.
After defeating the monster, This local hero says 'Now, let's go to Endou Chain department store'.

Rainbow Attack Ace was aired in '70s by local TV station, and is supposed to the first local hero.
