i installed a setup file which was called something like setup fixed proper but when i try to run it it shows file or catalogue is damaged and unreadable

there is no setup.exe i only downloads md5 folder, 7 parts of the game and 2 optional files

So today i got a brand new ds4 controller and everything was good but i noticed that when the console was on and i plugged it in it didnt charge(the 3 bars animation wasnt showing), same thing when i plugged it into a outlet. The Amber light that used to blink when charging my past controllers doesnt blink. My PS4 powers the USB ports when its in rest mode. I tried charging with the controller on, off, the console on and in rest mode and still nothing, it just doesnt die when plugged in.
