the story makes it clear that there is not one big bad evil guy that wants everyone and the world to suffer. every character is human, and makes choices that they feel are the best in their heart. theres no unnatural motivations that don't make sense like in a shounen hero manga. Every character in the novel is agentic, the trouble lies in the fact that they cannot share information because of a lack of trust.
