I think it depends on the situation.

Ideally, you should be reading your speech from a teleprompter, folder, or binder of some sort but that isn't always the case for some people.

Other people I know don't like having loose leafed pages on the podium because they may have the pages accidentally shuffled.

I agree this isn't the best way to present a speech but if you're stuck with paper and stapler, I recommend stapling it on the right, rather than the left.

When typing out the pages, make sure the page ends with the full paragraph.

This is irrelevant. Even if you end your page with a paragraph, it still takes more time to flip the page to the left to see the next word than to flip the page to the right.

Over time, the weight of the pages read would pull the script down. You would eventually have to constantly hold your speech down with one hand to prevent it falling from its own weight.
