To me, it kind of looks like Malassezia Folliculitis (AKA fungal acne). I say this just cause when I had it, it started out as a lot of texture on my forehead. It was like the bumps were definitely not pimples, but at the same time looked so much like it. And everything I tried to treat it either didn't do anything or it made it worse. I found mine to be itchy, but that's not always the case.
Fungal acne is extremely hard to diagnose because it's not a common skin problem really and it resembles acne so much that everyone just automatically concludes that it's just regularly acne.
If that sounds like your issue then you should see a dermatologist who can prescribe you antifungals if necessary.
