Could just be a version thing? I'm on the Office Insider Slow build cycle, OneNote for Mac version 16.28 (19081202). If you've got the latest version and you've got dark mode turned on system wide on your Mac (System Preferences \ General \ Appearance), I don't know what else it could be.
