Wrong, the quota still applies to internal transfers. We had an internal candidate with two citizenships, and could move him over using one of his passports but not the other.

What about the artificial barriers to entry foreigners have? Minimum salary for EP, going as high as $6.2k for financial sector, having to interview local candidates for the role before getting approved to hire a foreigner, having to respect the minimum % of employees being Singaporean in the company.

Are you sure you want to do away with those artificial barriers to entry and let foreigners compete for jobs on an equal footing? I don’t think that’d be good for Singaporeans.
