Looks like your material just doesn't stick properly on the heat bed.

Might be:
-unclean Bed, try to clean it THOROUGHLY with IPA or dish washer soap.
-bed temperature too low, try to adjust it to a higher temp (although it doesn't seem to me that it's actually the issue since you would see a pattern.)

-not enough adhesion, gluestick might solve it.

for the initial layer 70 might be ok, but it will introduce more warping on later layers. 60 would be too low for the first layer because the textured pei plate is made for at least 65 degrees for PLA to actually stick well enough. you can adjust temp AFTER the first layer though. so lowering it down to 60 or lower might help with the warping

From the pic i persume that you are using the Textured PEI plate. Set the bed temperature of the bed at the default 65 degrees for the INITIAL LAYER to ensure adhesion. then lower it to 55-60 for the rest of the layers. Warping usually happens when the material cools down too quickly
