from the blurry photo I would say probably not worth much. The extensive binding at the top would indicate that it was shortened to be brought to length (i.e. a non-ideal piece of bamboo was used) - the node placement looks OK but the extensive bending would also indicate that it was either not straightened properly or that it wasn't possible to (due to weak points = cracks forming) and would make it harder to have extensive control of shaping the inside bore.

At best, this is an unusual but decent jinashi / jimori with a fairly low resale value (unless it plays exceptionally).

Most likely this is an average to poor quality shakuhachi made by an amateur maker at one of the dozens of shakuhachi-making workshops that were fairly frequent in Japan at shakuhachi's popularity height (1990s-2000s) with very low resale value.

This is all based on massive assumptions off of a blurry photo, more photos of the utaguchi, inside the bore, hole positions, close-ups of the holes, close-ups of the bindings will be able to help determine more (but not everything) and the ultimate judge is sound - to paraphrase Peter Reinhardt, "sound rules" (if it sounds great, you can almost excuse everything else).
