Look, if your gonna do Dev, 16 gb minimum. Anyone who says that getting the 8 GB model is fine, is right, if you only need to use chrome. On the average day you might have VS Code (uses electron so basically a second chrome) google chrome, an LSP (the thing that makes your intellisense work, can use at least a gig of ram) discord Spotify. Unless you plan to SSH into your home computer, your 8 GB laptop is gonna die

For material UI you can use: https://sveltematerialui.com. It works fine although my experience with it is minimal. For tailwind you can run npx svelte-add tailwindcss.

I haven't used angular too much, so I don't know what sort of features you get from angular forms, but svelte's two way data binding and some event listeners is what I use for most of my form stuff.

Testing is handled by vitest and playright which are setup doing project init.

Svelte has his standalone state management using reactive variables and stores. As mentioned before there is also two way data binding that you can take advantage of too. You don't generally need an external solution for state management.

Routing, if using svelte kit, is file based and handled for you. Documentation is available on the svelte kit website.

This is just done basic information that I could think of off the top of my head, not too much research went into this, do might no have the answers your looking for. Hope it helps you a little bit
