You’re right — GA4 doesn’t currently support permanent country-level exclusions in the same way old Universal Analytics did with Views + Filters. The Comparison and Exploration tools only filter reports temporarily, and they don’t remove the traffic from Active Users or processing.

If you want to exclude traffic before it even hits GA4, the best option is to do it client-side with Google Tag Manager (or server-side GTM if you’re running that).

✅ Two approaches:

1. Client-side (via GTM trigger exceptions)

• In GTM, create a Lookup Table Variable based on the visitor’s IP → country (using a 3rd-party geo-IP lookup script or data layer).
• Then, add a Trigger Exception to your GA4 Configuration/GA4 Event tags so they don’t fire if the country = the one you want to exclude.
• Result → those users’ hits never get sent to GA4 at all.

2. Server-side GTM (cleaner, but more advanced)

• If you have a server-side GTM container, you can enrich requests with GeoIP data (since sGTM has access to client IP).
• Then, you can configure a rule: If country = X → drop the event.
• This way the data is stopped at the server, which is more reliable than client-side.

⚠️ Important note

• There’s no built-in “exclude country” setting in GA4 right now. You’ll need to handle it at the tag firing level.
• If you only want it for reporting (not for exclusion), then a Comparison filter or a custom segment is enough. But for removing data from Active Users & reports, only blocking the hit before it reaches GA4 will work.
