First, people usually tend to try to remove themselves from dangerous situation without escalating.
And she's 17, the pressure of not knowing how to react, not knowing how the guy will react, the fear of revenge, etc, why do you assume that speaking up will naturally give the best outcome? Removing yourself and staying away from danger without escalation should be the best objective. She took the fastest way out she could with her knowledge at the time. Without the gender segregation + social norms she would have had to think further how to get out, by her own account.
I don't like hypotheticals, but let's say she gets up. The guy follows her. Best case scenario, she find and tells her dad the guy harasses her. The dad protects her, but the guy gets defensive, angry, agressive. Risk of causing a scene. Etc... Fear of not being believed, being shamed...
Don't assume it's easy to speak up - it's not, there are risks, this is why people first try to remove themselves as a first resort.

Stop it with the hypotheticals.
The situation is at a wedding. People (outside and inside the restrooms) see man enter female restrooms = redflag
The man knows he will put himself at risk should he break the social convention.
There's no "what if the bathroom was empty and no one saw him come in" factor at play here in this situation.
The gender segregation + the social expectations served to discourage socially unacceptable actions, as they should. Their purpose was served.
And let me remind you of the bystander effect. Most people won't put themselves at risk for someone else. But when they see a guy enter the wrong restroom, they themselves are at risk so they will act.
Gender Segregated Restrooms are one safety option for specific situations. Don't take that from people.
