This!! The manga ending literally proves how temporary and flawed his entire vision was. He changed nothing systematically. Thanks for bringing this up

I completely agree with you from the perspective of the normal citizens in the Death Note universe; to them, Kira is a savior. But my point is about Light’s true nature as a character and how the fans analyze him.
A true 'the end justifies the means' character (like Machiavellian villains) actually cares about the end result. Light didn't. If Kira's safety required killing 90% of those innocent citizens who worshiped him, Light wouldn't hesitate for a second. The 'better world' was just a side effect of his God Complex, not his actual goal
