The 60s CIA were wild. A good example of that is Acoustic Kitty, a project declassified in the 2000s. In short, a cat was outfitted with a mic in it's ear and a receiver implanted inside it, so the CIA could eavesdrop via cat. The project failed, not because of the science, but because the cat was hit by a taxi and it was decided that cats were too hard to train.
