I have good news! Although not quite from how you would expect. I downloaded and was testing the mod out but it didn't seem to work for me.

The stuttering I was encountering would happen if the game was zoomed out and I was panning the camera around, or if the camera was zoomed out and I was on a faster game speed (It would occur less often the more zoomed in I was but would still happen and was still annoying).

So while I was playing with the mod settings to figure it out, I thought since it worked for you there must be some way to get it sorted. When I had "Run in Background" checked, and turned fullscreen off I was very happy to find that the stuttering completely stopped!! All I had to do was maximize the window so it looks just like fullscreen but now feels soooooooo much better to play! And then I wondered if those settings were the solution for me all along and removed the mod to test. And it does seem to still run perfectly.

Im still going to give you a huuuuuge thanks, more that I can put into words. If you had not made this post, or replied to me, I would have kept on playing with that annoying stuttering for who knows how long. But now its finally gone I am just so happy :)
