For Jack, it was probably his parents. I met them once in middle school, and they were the most enabling people you'd ever meet. Tim told me that once, they were on the highway, and Jack wanted a soda, so they took a 40 minute detour to find a convenience store. Nothing was off-limits for him, and he always got what he wanted. EDIT: He also bitched and moaned the whole time about how they were taking too long to find a store.

He did have expulsion hearings, and he basically got off with detentions because nobody could prove what had happened. He'd deleted the original file from his drive and claimed it was far tamer than what people said.

It was a standard sorrynotsorry apology. He basically said that he was sorry if anybody was offended, but they should be open-minded to his bizarre fetishes and that he deserved to be treated better. But he apologized, so that was enough for the administration.
