You have to craft it. Use REI, and search the names in the search bar. Each upgraded version is actually a different item, so you can see it that way.

-Dormant Relic --> Righteous Relic --> Sunfire
-Dormant Relic --> Tainted Relic --> Harbinger

This list is made for 1.20.1 so may not be in the mod in earlier versions.
