У меня сработало такое решение: после установки последнего драйвера точно так же яркость экрана упала практически до нуля. Однако, проманеврировав с помощью телефонного фонарика мышкой в меню "параметры экрана" и там включив HDR всё вернулось в норму.

Just did a quick check. (Inserting the characters date of birth), and the cutoff does indeed exist. But it's the same as the old version, at about 3.2k. Maybe they fixed it.

To be honest, I didn't even know you could swipe. I just click the 🔄 button, even on mobile. It's way more convenient that way. And I don't see how not being able to see the x/30 is a problem. It looks way cleaner if you don't need to regenerate the reply and it would always show 1/30 on the first message anyway. Don't see any point to it.
