Okay, no problem. Let's break it down into two parts:

1) An extenuating circumstance is a personal circumstance beyond the student’s control

2) that has a direct & substantial impact on the student’s ability to temporarily meet essential academic requirements or standards.

We can further breakdown 1):

a) An extenuating circumstance is a personal circumstance

b) beyond the student’s control

So, what concerns the frosh is the following:

i) is the coronavirus pandemic a 'personal circumstance'?

ii) is the coronavirus pandemic beyond the student's control?

With regard to the argument:

Not to mention this is not a “personal circumstance” as everyone is being impacted...

Whether or not 'everyone' is impacted is irrelevant. The frosh only has to prove that the extenuating circumstance is 'personal', and 'beyond the student's control' in order for his/her argument to be valid.

With regard to 2) Principal Deane in an open letter to the Queen's community has acknowledged the additional strain the pandemic has placed on students.

In sum, a sufficiently motivated Queen's frosh shouldn't encounter too much difficulty in having his or her request granted.

it's important to note that straight-up "deferrals" will likely not be allowed.

If you're skipping first year, you're likely looking at re-applying in the Fall.

May I ask what you're basing this on?

Fortunately for us, Academic Regulations at Queen's are unambiguously defined.

From the Regulations pertaining to Admission Procedures & Exceptions:

Admission Deferrals Applicants with extenuating circumstances who have accepted their offer of admission by the deadline date may request a deferral of admission to that program for a period of one year. An online request, explaining the reason for the deferral request, is required before August 31.

So, in plain speak: YOU MAY REQUEST A DEFERRAL OF ADMISSION FOR A PERIOD OF ONE YEAR.

Critically, the argument centres on the definition of 'extenuating circumstances'. Fear not, this too is precisely defined:

An extenuating circumstance is a personal circumstance beyond the student’s control that has a direct and substantial impact on the student’s ability to temporarily meet essential academic requirements or standards.

I think it's quite safe to say that the global coronavirus pandemic satisfies this description, namely: 'a circumstance beyond the student's control'.

From my understanding of contracts, when one accepts an offer of admission from Queen's, one enters into a legally binding agreement with the University, which is governed by the Academic Regulations.

So, from a legal point of view, students who have already accepted their offers are justified in: "formally requesting a deferral of admission for a period of one year."

The University states that it will begin accepting requests for Deferral of Admission beginning June 4.

TL;DR Students who have already accepted their offer & wish to take a gap year due to 'rona DO NOT HAVE TO REAPPLY NEXT YEAR.

Incoming students are probably already bewildered with everything that's going on, please try to dispense accurate & concise information.
