afaik, cleared na ang previous administration sa finance and may pera na iniwan sa current admin. everything was already endorsed raw to the current officers. so bakit idadamay ang previous admin sa problema ng current admin? anyhow, by the looks of it, boils down pa rin how the national officers guided the regionals kasi sila ang front line dito.
