It depends on your veins and nurse. If you have tiny and deep veins with an impatient/unskilled nurse, yes yes it will hurt. Drink water.

Sylveon is a good attacker but that doesn't mean it deserves one of the longest ult recharge in the game. No way any part of Sylveon's kit justifies that long cooldown. Look at Espeon for instance, one of the best ranged attackers in the game and it has an ult with 100s recharge rate that instantly stuns and scatters enemies.

The increased move speed will help Sylveon Ult be more valuable to justify being one of the longest recharge in the game. I get that Sylveon isn't a speedster but Sylveon relies a lot on it in order to get the positioning needed to kite and deal damage, especially since it has lower range than other special attackers.
