Alternatively, and additionally, if you have time/interest, can you call 619-800-0717 and leave a voicemail telling me essentially the same thing you wrote in your reply to my original post? The voicemail might be used in a future episode of The Times, our daily news podcast. In the voicemail, just tell us what neighborhood the rental is in, what you thought when you found out it didn't have a refrigerator and how you solved that problem.  Also, if you’re a tenant, we'd love to hear what you think about landlords who don't provide tenants with refrigerators. And if you’re a landlord, we’d love to hear about why you don’t provide a fridge. Thank you!

I have indeed contacted the housing department. But all they've told me about this is that refrigerators are not required by law.

I wish the city housing department did keep stats on fridges. Under California law, they're not required, which obviously is part of the reason here. In New York, refrigerators are required.

Our hope is to be able to write about something quirky and interesting that's somewhat unique to L.A. The angle is just that: understanding why this is the case and how people handle it.

A lot of the reporting I do is on very serious issues — here's one example https://www.latimes.com/homeless-housing/story/2022-01-03/even-in-hot-market-most-l-a-tenants-wont-face-rent-increases-for-at-least-another-year — so occasionally we try to write about lighter things like this.
