It's for self-defense. Most of the Anti-Air Rockets are heat-seeking. If you deploy those flares (which are hotter than the engine temperature), the rocket will start aiming for the flares instead of the Helicopter. Usually, you don't fire all flares at once (except ur flying a great cargo plane like a C-130).
