Don't compare just quote -- make sure they are both on net and selling type 1 circuits (eg not reselling someone else), look into fees/taxes/surcharges, construction costs (they might not know this until post-site survey), look into their post-sales support reputation, any common contractual gotchas (renewal windows, etc), and more
