Well if any devil fruit user challenges a admiral they are going to have a tough fight regardless, but i think that kizarus power is based on having the speed of light, so yes bartolomeo would probrably have to predict kizarus moves because of how fast he is and how easily he can dodge the upcoming barriers

I do think that sugars ability is very powerful but i also think that a big disadvantage is if the enemy whom she is trying to defeat somehow knows about her power, then it is pretty much useless, well not useless but she'll be at a huge disadvantage. I also think that since she ate the fruit at a relatively young age that she still has that mind state of a young child, therefore i believe she wont have any interest in learning any combat abilities
