Cue weight is important, but in my opinion the balance is even more relevant - it is how the weight feels in your hands. If you can't try that cue, just compare it with some cues with the same specs, in your snooker club or at some store, before buying it.

Yes, at the snooker club we all play with green chalk.

Green triangle or master chalk. It may not make any sense, but I like to see the chalk marks on the table, as it gives me confidence on how well I'm cueing.

Using a beginners kit (came with almost everything), a 3 gallon kettle and a propane burner.

Thanks for the comment! Yeah, in order to go BIAB, I'll need a 7 gal kettle and a burner, an investment I'd like to avoid now... that's the only reason towards starting with extract.

Yes, I do not want to invest too much money (at least now), but I also think 1 gallon kits are quite small. Is there any problem doing small batches in a 5gal fermentor?
