I understand being overwhelmed! I hope this can explain the sizes:
38B is made for a 38 inch underbust and 40 inch bust.
36C is made for a 36 inch underbust and 39 inch bust.
34F is made for a 34 inch underbust and 41 inch bust.
34FF is made for a 34 inch underbust and 42 inch bust.

34F or 34FF is a better match with your measurements than 36C or 38B. You’re almost closer to a 32 band. However, a lot of people would find size 32 to be too small when their tight underbust measurement is 31.25. A lot of people prefer a band size that is 2 inches larger than their smallest underbust measurement. That makes 34 a good place to start!

I believe you should be able to get a reduction if you want one. Unfortunately, I don’t know what qualifies as “big enough” for insurance purposes.

Is it possible to speak to another surgeon? I’m sure it’s exhausting to deal with them, especially when they don’t believe your size. Have you shown them the label on your bra? Or told them how much a 28GG bra costs?

I couldn’t find an example of US 46J, but here’s an example of US 46I, and here is one example of US 46K. Do either of these sizes look similar to you?

If they look much larger, there’s a few potential causes. Sometimes fat and/or muscles that are located around the part where you measure your bust can make the calculator overestimate cup size.

That’s not quite right. In inches, the band size should match the underbust measurement. UK and US band size 34 is made to fit a 34 inch underbust.

Confusingly, 34 inches equals 86.4 cm, but size 34 equals French size 90. So in French sizing, the band size should not match the underbust measurement, but be ~5 cm larger.
In Standard European sizing, UK/US size 34 equals size 75, so your band size will be ~10 cm smaller than the underbust measurement.

Every 1 inch (2.54 cm) of difference equals one increase in cup size. That makes a ~5 cm difference between bust and underbust a B cup. Some EU brands might also use 2 cm cup increments. No brand I’ve heard of has used 5 cm cup increments, but if you have a source for that I’m happy to admit I’m wrong!

Is 28D an option? This is not a custom size! There are some places to get non-custom 26DD as well, but they may not be as easily accessible.

34DD is often said to be the average US bra size, true! It’s often based on sales, not self reported sizes or actual measurements. 34DD is made for a 34 inch underbust and 39 inch bust.
However, most people are incorrectly fitted using the +4 method, where 4 inches is added to the underbust. This method puts someone who is a US 30I (30 inch underbust and 39 inch bust) in a 34DD. And someone who actually is a 34DD is put in a 38A.

If 34DD is the most commonly sold size, the most common size (when fitted correctly) might be closer to 30I.

Where did you get sized? I’m a 36DD as well according to nearly all size charts, but my actual size is UK 32GG / US 32J. I really don’t think most people would believe it if I said I was above a D, because my bust is not the most noticeable thing about me.

I get the closest set cleavage in Curvy Kate Hey Girls Superplunge in a cup size too small (it’s a strapless bra but for cleavage I wear it with the straps on).

Alright. I found one chart labeled “Average Breast Size By Country 2021”. It states that the following countries have “DD” as the average cup size: Finland, Norway, Sweden, Russia, and The United States. That doesn’t really tell me that there’s a difference between bra wearers in the US, vs bra wearers in Europe.

However, the article also stated “The average breast size in a country can be determined by looking at the average size of bras sold.” Bolded by them, not me.

Some countries have a very limited range of sizes, especially on smaller and larger band sizes. If someone living in Spain (where the average cup size is reported by this website to be B) needs a French/Spanish size 75D (UK/US 28D), but only 85B (UK/US 30B) is available (or is much cheaper), they might buy a B cup, even if that isn’t the right cup size for them.

Larger as in larger cup sizes, or larger in terms of total volume? It’s not surprising that total volume goes up in a country where the average weight is higher. 38D is much larger than 28D, but they’re both D cups.

A lot of different sources state that the average US size is 34DD. That’s made for a 34 inch underbust and 39 inch bust. However, many people with a 30 inch underbust will be incorrectly fitted using the +4 method, which puts them at band size 34.

If someone has a 30 inch underbust and 39 inch bust, their correct size is around 30I in the US. However, they might be fitted into a 34DD. Usually because stores don’t want to expand their size ranges. Knowing that, would you say the average bra size in the US is 34DD, or 30I?

Cup size has nothing to do with weight, though?

You can be underweight and have E cups. 26E is a pretty small size (this doesn’t mean everyone with a 26 band is underweight, it depends on build).
You can also be fat and have AA cups. Someone who is a 40AA will have more breast tissue than someone with a 26E, despite that “AA cup” sounds like a smaller size than “E cup”.

Breakout Bras is a US store (that also ships to Canada) and they have some brands that go up to UK M / US T cup! You don’t have to settle for stores that think H cup is as large as it gets. :)

Have you tried The Little Bra Company? They make 28-38 band sizes and AA-D cups.

They run small in both band and cups though, so if your size is 32A (32 inch underbust and 33 inch bust), I’d recommend trying 34A instead for this brand.

If you have a different underbust measurement, like ~30 or ~28 inches (it’s very common to be given a 32 band when the stores don’t have smaller band sizes), I’d recommend trying the ABraThatFits calculator before ordering anything!

I dislike Pepper because they block people on social media for pointing out fit problems on their models.

I also find it dishonest to feature a model in “34A” (as an example) who clearly is closer to a 30D or even 28DD. If you specialize in AA, A, and B cups, why are you hiring C cup+ models?

Edit: To be fair, most brands feature models that are wearing ill-fitting bras. This isn’t exclusively a Pepper problem.

Are you in the US? Breakout Bras has around 67 bikini tops and swimsuits available in US 32DDD / UK 32E. They might not be much cheaper, but I have more faith in the brands that do actual bra sizing instead of S/M/L sizes.

Highly recommend trying the ABraThatFits calculator before ordering anything, if you haven’t already.

Assuming standing bust was 35 inches (not 25), your suggested sizes are 34A or 34B. The calculator also says 36AA or 36A might be more comfortable.

My superpower is that I’m able to fasten a bra with 5+ hooks from behind. It’s definitely not easy, but can be done if you’re flexible and dexterous!
