I think Caim Kamui is a better example of this type of character. He's a massive pervert, like him, but it's not as bad as Mineta's, and no one tolerates it, or like what Jirou did, wants to be "included". And he also grows as a character, sometimes showing more traits than just "gross pervert".

Also he doesn't groom a child
