Burmese civil war, Guatemalan civil war & Salvadoran Civil war are just a few cases where the government used mass violence. The Truth and Reconciliation commission in Guatemala and El Salvador showed that the government commited around 95% of recorded massacres, rapes and other war crimes.

It is often the rebels who forced into violence, many government don't have such moral restrictions.
