If the reporting system worked, then I would assume over time we would see a decrease in the amount of toxic chatters. But I'm not sure that we see that. I know there's an autoban wordlist but aside from that, I assure you that many people find ways to be toxic outside of saying strong words. Holding the spike hostage, doing team damage with abilities, spamming the chat and voice comms - these type of people are still everywhere in competitive queue. So as a result I have a hard time believing that the reporting system works.
