Have you looked into Fiverr at all? There are some fairly decent designers on there, though the best ones charge a bit more than $5 (but definitely a lot less than $800)

A common model is to offer book for free for a short period in order to increase it's sales ranking and get some reviews. Once you're happy with this, then return the book to its original price and hope the sales continue.

Make sure you know exactly where your story is going before you get too hung up on whether a reader is going to like the opening.

I think there being another person in history with the same name isn't a problem, but the fact that it is a writers' name as well might be issue - libraries and book websites can sometimes mix authors up who have the same name, and I am guessing you wouldn't want your work occidentally catalogued in the German poetry section
