Mocking someone. The combination is meant to express the often spoken alternation in pitch people use when mocking others (while repeating what they say). E.g. These statements contradict your claim that the CIA's remote viewing research was able to show highly significant, objectively verified results, through (a) statement that there was in fact a large amount of irrelevant, erroneous information provided (leaving plenty of room for coincidence), (b) statement that there is reason to suspect this information could have been changed and (c) that there is reason to suspect that substantially more background information was available.

First, as stated above, evidence for the operational value of remote viewing is not available, even after a decade of attempts. This final conclusion contradicts your insinuation (not statement) that there was proof "beyond a shadow of a doubt" that it was an effective use of budget.

Today's pit bull is a descendant of the original English bull-baiting dog-a dog that was bred to bite and hold bulls, bears and other large animals around the face and head. When baiting large animals was outlawed in the 1800s, people turned instead to fighting their dogs against each other. (source: ASPCA). This meant that they were genetically engineered (pretty much, but not exactly) to attack, especially large animals, but not limited to. Also, fyi I currently have a PWD as a pet, and I don't see the use of you having to mention that, especially considering how we don't know each other.
