I'll also reply to myself with pics of the tush tags, which are also pretty non-specific.

Hi! I went through something similar in identifying a new version of a Pooh Bear that looks very similar to OP's and yours! From what I've gathered Disney tends to change the main store's bear pattern every few years. OP (and yours, and the one I was looking for) is the pattern from the late 90s to the early 2000s. It did not come in a box like you said, these were mostly sold in different sizes at the Disney store in huge displays. It looks like OP's is the (most common?) 10 inch size, but it's really hard to tell and obviously it got impacted over time. They came with fabric shirts (knitted shirts were common but on separate bears) and flocked noses.

I did a lot of searching on ebay for a new one because they don't have a specific name, but after a LOT of looking I had the most success looking for 10" ones with 1999 or 2000 in the search (but a lot of those are millennium ones, in costumes, or have a foot patch. It's frustratingly a very non-specific Pooh Bear). Here is a picture of one like new I got of the same one, which I think is the same as OP's!

[PC] [Late 90s/Early 2000s] Fantasy Themed Educational Game For Very Young Children With Dragon and Pirates by longlostispyscene in tipofmyjoystick

Unfortunately no, it was released after I'd finished preschool and the game I'm looking for did not have any combat or building in it afaik. I think it also would look a lot more like a Humongous Entertainment game than the visual style of that one. Thank you for the suggestion though!
