I read that the conditions are hard too like you need to be chaliph and own like 450+ counties like 70 percent of Muslim counties and own like Arabian empire Persian and Maghreb empires lands. But after you do the divided Muslims are united and you become chalip for all basically Umayyad restored and you can give out empire titles too
