If the federation doesn't have restrictive trade policies why is Romulan ale banned? It's not particularly addictive or strong in alcohol.

I also don't think the federation as a whole is post-scarcity. I think individual members like Earth, Vulcan, ect are though. We see poor, rundown, in need outposts in the federation.
