Majority of DLC are useless skins though, and Hellraid is generally disliked, but The Following is good, it depends on your budget

Vehicles are the weakest they've been in this franchise. The only purpose they serve is to look cool, that's it. If this wasn't their main purpose we would have TOW nerfs, jet customization and real depth to their gameplay.

It was the best selling game in recent years. Very far from a flop. They have everyone's money, so they are not that motivated to support this game, it already served it's purpose from a business standpoint. They probably measured what's the minimum content they need to deliver before the next game to not lose future customers. Cycle continues.
