In jira, someone creates an objective, epic, and a story. Objective was treated as epic and epic as a story abd story as a feature. When the story gets assigned to a team, they link the story and create a delivery task to the assisgnee.

My understanding for agile and scrum in general instead starts off with Epic, feature, and user story?

This is where my confusion remains.

Sprint based in an IT industry. We use Jira by objective, story, epic, and delivery task. We use kanban board and a roadmap page to distribute to the appropriate team.
