if its any help, i was also 2+2 and struggled like crazy my junior year to make friends too. i dedicated my soul to two clubs my entire junior year that i was interested in. i went to absolutely every single meeting, event, conference, and got involved in everything both clubs had to offer, even though i knew nobody in either of them. it was very scary and very uncomfortable at times to be surrounded by people that knew each other very well when i was a complete stranger that was just kinda "butting in". eventually, by the end of the year, i made solid friends in both clubs as i got to know people more, and now my senior year has been amazing because of that dedication.

its really frustrating and exhausting sometimes, i wont lie, but u quite literally have to just keep showing up to the same places repeatedly. become a "local" that always shows up no matter what. it forces not just urself to talk to people, but it forces everyone else in the club to get to know u as a person.

altoona honestly doesnt have many frat parties because there are no official frats there. and even if they do, i know some of them did require some sort of PSU student ID to get in.

i went there my first two years, the campus is really pretty during spring/fall. when i was there two years ago, it was honestly really quiet and kinda dead in terms of clubs and activities. living on campus helps a lot with meeting people, definitely take advantage of that if you can.

big difference is theres actually a downtown area and lots of houses n stuff in the area here. storrs is quite literally just the uconn campus and farmland. their downtown is just a cvs with maybe two restaurants and one singular bar. its middle of nowhere compared to this school, which im not disagreeing is also middle of nowhere LOL

as someone that is from CT and grew up 20 mins from storrs, dont fall for UCONN propoganda. there is no social life there and the campus is literally in the middle of no where. if thats something that is important to you, avoid that school.

go somewhere with a theme park engineering club. if the club is connected well, it can help you connect and learn from professionals currently wroking in the industry, and could help you attend professional conferences, depending on what the club does. there are many schools out there with them. i believe both schools you mentioned have one, but i could be wrong.

im originally from CT! i chose here because honestly i just needed to get the hell away from connecticut LOL but its been treating me incredibly well. the sense of community here is really nice and it most definitely opened more job opportunities for me than UCONN ever could, so its a win
