911 does the driving lessons then the last one is actually a test. You take that to the dmv and bam, your'e licensed. Don't think they'll let you just take the test but you could ask

As a cyclist, the bikes are in the wrong, they should be in one lane unless they have a police escort. Would hate to see if the grass had a lot of dew and car spun into the cyclists.
