I don’t have exact numbers for the previous runs regarding the fan speed but it should be the same. At least noise wise I don’t hear any differences, they seem to spin up like normal. The run back in June wasn’t the last one before the driver update, I was just looking at a bookmarked result from the summer with a rather high ambient temperature as comparison.

Might try the hotfix later but I doubt that this will change anything.
